Objectives:
The project ICHNOS PLUS aims to build on the achievements of the Interreg III C project entitled "ICHNOS: Innovation and CHange – Network of One-Stop Shops”, concluded in April 2007, that produced a model of Regional Centre of Competence (RCC) for One-Stop Shops for business (OSS).

A Regional Centre of Competence (RCC) for One-Stop Shops (OSS) is defined as a organization (public or private) aimed at developing specific actions to support the operation of OSS in a region, contributing to the economic growth of the region by facilitating business start-ups and providing a better support to entrepreneurs.

As a capitalization project, ICHNOS PLUS focuses on the transfer and deployment of the RCC model and its mainstreaming into the regional policies through the ERDF Operational Programme. The RCC model has been conceived as a structure to co-ordinate OSS acting as single points of contact for enterprises. Although the establishment of OSS is foreseen by the EU legislation and was expected in all Member States by 2007, most regions have not accomplished yet with this task.

The basic objectives of ICHNOS PLUS are both optimizing the implementation of this model in the three regions which carried out ICHNOS and promoting its effective transfer and deployment in other European regions.

ICHNOS+ Project meeting took place in Prague

On February 23. - 24th. the planned project meeting took place in Prague. It consisted of 3rd Interregional seminar and 6th Steering Committee meeting.

Next project meeting will take place in Prague!

During December 2009 it was decided that 3. Interregional Seminar and 6. Steering Committee Meeting wil take place in Prague (23.-24.2.2010), instead of Tartu, Estonia, where the last project meeting will take place in June 2010.

Greek island Lesbos hosted ICHNOS+ project meetings

On 21. - 22th of September the three meetings of the project took place in the beautiful Lesbos environment. It was namely 2nd Dissemination Conference, 4th On-site Visit and 5th Steering Committee Meeting.

First day the 2nd Dissemination conference took place, where the representatives of the North Aegean Region and the local Lesvos Authority had spoken. The following discussion with the members of the project team together with two members of the Polish parliament was very interesting.

In the late afternoon the 5th Steering Committee Meeting took place, where the management aspects of the project had been discussed.

Next day the 4th On-Site Visit has been realized. The participants visited the Lesvos Chambre of Commerce, the KEP of Lesvos Prefecture, the Terriade and Theofilus Museum, the Career Service Department of the Aegean University, with following boat trip to the Gulf of Gera.

Other project meetings took place in Santiago in Spain

In 18. - 19. June 2009 the planned project meetings took place.

The 4th Steering Committee Meeting tool place in the building of the Galician supercomputer centre, where the activites of the project have been broadly discussed by all participants. The conclusions are available in this document.

Next day the 2nd Interregional Seminar took place in the building of the Galician Institute for the Economical Promotion, where the 3rd On-Site Visit took also place. The viceprezident Carlos Silva Liste presented the activities of the organisation with the focus on the support of entrepreneurship of SMEs in Galicia.

Project meeting in Silesia: Steering committee and Scientific Committee

On March 25th and 26th 2009 the ICHNOS plus project partners met at next project meeting hosted by Business Incubator Ruda Slazka. The agenda was divided into several parts. During work meeting the partners dealt with project issues, state of workpackages and official reporting. Wide discussion was expanded over progress in a task devoted to “RCC Toolkit”, that should be a key document containing well-arranged instructions and guidelines in support of creation and development of Regional Centre of Competence for OSS network. This toolkit will be useful for new involved regions as well for all other regions in the future. Its main features originate from output of ICHNOS project, however due to more then 2 years gap it would be necessary to update the results. After this, the toolkit will be passed on to new engaged regions that add comments and according to their own conditions and experience. RCC toolkit will be one of expected outputs of ICHNOS +.

The second part of the meeting was devoted to peer-to-peer visits of selected organizations acting in support of entrepreneurship in Silesia region. The participants visited not only host Business incubator in Ruda Slazka, but also the City Hall in Ruda Slazka, Silesian Centre of Entrepreneurship in Chorzow and Technopark in Gliwice. During all visits, participants got information about business support programmes in the city and area. They also took up with concrete activities and projects that are prepared in support of business development. Silesia is an industrial region suffering from structural problems as outdated and desolate heavy industry property (brownfields). However, new business activities are boosting rapidly and are changing the face of the region.

 

Kick-off meeting in Cagliari (Sardinia)

 

On 11 December 2008, in Cagliari (Sardinia, Italy) there will be the Opening Conference and 1st Interregional Seminar of the ICHNOS Plus project. The morning conference aims to present the project to the regional stakeholders and raise the regional policy and decision-makers’ awareness on cutting red tape for businesses.

This meeting provides a valuable opportunity to listen to the views and opinions of the main institutional actors involved at European, national and regional level in the process for reducing administrative burdens.

Mr Inigo URRESTI, who will focus on the Simplification of Start-up procedures in Europe; an expert of the Technical Unit for Simplification within the Italian Council Presidency of Ministers, Mr Gabriele DA RIN, who will point out the latest Italian laws for better simplification as far as the One-Stop is concerned; Mrs Concetta RAU, the Sardinian Region Minister responsible for Industry will explain the coordination system of One-Stop-Shops and the measures undertaken to reduce time for starting-up a new business within the Region. The point of view of the European SMEs will be presented by Mr Luc HENDRICKX, the UEAPME Director Enterprise Policy and External Relations. The six ICHNOS Plus partners will bring their deep delegation members (managing authorities of the EU Structural Funds, political and administrative representatives and stakeholders) at the conference to share and discuss challenges and find out common solutions.v

The afternoon seminar sets out to introduce partners and showcase the state of the art of One-Stop-Shops in their respective regions. The primary focus of this session is to answer to the question: how to implement the RCC model in the partner regions? Starting from partners differences and needs as regards to their socio-economic context, the key point is to find the way for an effective transfer of the model. For this purpose, the seminar will try to explore what is missing or needs to be upgraded with regard to this model.
