The Conference will focus on Digital Ecosystems – evolutionary, self-organising systems that create an online, digital market place seamlessly connecting organisations, companies and individuals in business processes.

Vysocina Region invites you to the 2nd OSEPA conference that takes place in Jihlava. Conference explores the strategic impact of FOSS adoption and relates it to the environment and potential of European Public Administrations. It focuses on the potential of FOSS uptake by EPAs (presenting results of OSEPA surveys, guidelines on technical and economic efficiency, policy recommendations, best practices etc). The international IT conference „IT Service Management for SMEs: Challenges and Opportunities", that has taken place on the 27th October 2011 in the city of Debrecen, discussed the great potential of IT Service Management for SMEs but also the specific barriers. IT can be seen as the key driver of innovation for small and medium sized enterprises (SMEs). IT Service Management (ITSM) is nothing more than the reach of the best business performance by cost-effective, measurable and reliable IT solutions. The conference was organized within the project INNOTRAIN IT and was coordinated by the University of Debrecen.

New Framework Programme
We are pleased to inform you that Mrs. Máire Geoghegan-Quinn, European Commissioner for Research and Innovation, has announced on 21 June 2011 the new name for the future EU funding programme for research and innovation: "Horizon 2020 - the Framework Programme for Research and Innovation". It will enter into force on
1 January 2014, after the end of FP7 on 31 Dec 2013.
"Horizon 2020 - the Framework Programme for Research and Innovation" is not just a new name for the same Framework Programme. It is the name for the new, integrated funding system that will cover all research and innovation funding currently provided throughthe Framework Programme for Research and Technical Development, the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT). These different types of funding will be brought together in a coherent and flexible manner. Research and innovation funding will focus clearly on addressing global challenges. Needless red tape will be cut out and access to programs and participation will be made easier and simpler.

ePractice Workshop: Addressing evolving needs for cross-border eGovernment services
Cross-border access to public services of other European administrations by citizens and businesses is one important step closer to a truly united Europe with strengthened eGovernment services between public administrations in different Member States.
This workshop aims to discuss the following key questions:
- Which cross-border services are already in place and which ones are still missing?
- Which of these can be considered as key supporting the eGovernment Action Plan 2010-2015?
- Is there a need for cross-border services and why?
- When and by whom should these services be used?

Digital Agenda: more EU citizens benefiting from online public services, but if smaller municipalities - fewer online services.
Brussels, February 21, 2011
According to Europe's 9th e-Government Benchmark Report released today, more people across the EU now have access to public services online. The average availability of online public services in the EU went up from 69% to 82% from 2009 to 2010. Putting more Government services online helps cut costs for public administrations and also reduces red tape for businesses and citizens. The report reveals the best and worst performers in the EU, focusing on two essential public services: 'finding a job' and 'starting a company'. Although Europe's national public administrations are moving in the right direction, there is still disparity between countries. There is also room for improvement in take up of eProcurement. As part of the Digital Agenda for Europe, the European Union aims for one out of two citizens and four out of five businesses to be using eGovernment services by 2015 (see IP/10/581, MEMO/10/199and MEMO/10/200).

Call for Papers: Extended abstract submission: February 20th, 2011
ISESS, the International Symposium on Environmental Software Systems, was initiated in 1995 as a forum to present and discuss the fundamentals, progress and actual trends in this area in terms of methods, tools and state-of-the-art environmental informatics applications. Over the years, it has also evolved into an important networking tool for academics, environmental professionals, and other interested parties.
This year ISESS 2011 (http://www.isess2011.org) is organised by the Masaryk University in cooperation with IFIP, the Ministry of the Environment of the Czech Republic, the European Commission and the European Environment Agency and it will be held June 27- 29, 2011, in Brno, Czech Republic.

DEEP.Com - Dissemination and Exploitation of EU Projects: Transition to Commercialisation
Since 2000 a vast variety of projects have been developed under the Socrates/Grundtvig, Comenius and Leonardo da Vinci action/programme, not to mention all KA projects. A total of more than 4,5 billion EUROs has been spent by the Commission on those projects. And only very few became publically well known, like the ECDL, and are still “on the market”.
DEEP.Com aims to enhance the number of Grundtvig, Comenius, KA2+3 and Leonardo projects being successful - in the meaning of commercial success - by selecting projects ready to be marketed, having the potential to be marketed and support them in entering the appropriate markets. The support anticipated will be derived from Best Practice examples, which have achieved remarkable commercial results, and offered online in form of e-learning materials and service tools for project co-ordinators/partners, who are determined to transition their project results to the “common” market.
DEEP.Com is assisting project managers to make contact with potential users, by utilising existing bodies e.g. trade unions, teacher and trainer associations, chamber of commerce, industrial bodies, ministries and HR organisations. A permanent online interchange of licensing opportunities –DEEP.oil - will push the transfer further. DEEP.Com strengthens the dissemination of available project results by promoting extraordinary products on a monthly basis – implementing the “DEEP.Com project of the month” and awarding a “DEEP.Com project of the Year”.
This way DEEP.Com contributes to the dissemination and exploitation of EU project results twice: by taking those results to commercialisation and therefore giving them credit for excellent innovative character and at the same time through highlighting the importance and relevance of those project results for the “common” market in the EU, member states and beyond.

Vysocina region fights eCrime
Vysocina region has identified another case which fulfils the conditions for being marked as a Digital Ecosystem. Regional eCrime (activity against electronic criminality) is the collaboration between public and private institutions which have interest to take the actions against abusing the internet and its users. The joint communication platform is being prepared as well as the concrete activities as training, promotion campaign and discussion with regional and national stakeholders who can help to spread and aim the actions directly to the target groups. De-Lan project team decided to monitor this activity and support it in the near future.

PSI re-use on-line survey closes on 30th November!

Early September the Commission launched a public consultation on the PSI Directive. All interested parties – public sector bodies, re-users, developers, researchers and citizens – are invited to participate in the consultation which includes questions on the PSI re-use context and possible action to consider, substantive issues regulated by the PSI Directive, practical measures, changes that have taken place and barriers that still exist, and other issues. The consultation will feed into the debate on possible policy options that should be considered for the review, and will contribute to the impact assessment that will be carried out subsequently, associated with proposals for possible legislative or other measures. The consultation will close on 30 November 2010.

European Commission published studies on PSI Exclusive Arrangements
Luxembourg: 8. September 2010
European Commission published studies on PSI Exclusive Agreements, which are forbidden by the Directive 2003/98/EC. The studies were elaborated in 8 EU countries (Austria, Belgium, Czech Republic, Danmark, France, Italy, Poland and Spain) and the Czech study has been elaborated by EPMA. Whilst most of the studies have yielded leads to potential Exclusive Agreements in Member States, overall the studies have found out that the number of potential Exclusive Agreements are very few in the EU, and that these are not a major obstacle hindering the full potential of PSI re-use in Europe. The studies also provide some insight into the current PSI developments in Member States and hint to those areas which may be preventing PSI re-use in each respective Member State.
